P     Production should take into account the real needs and values of recipients.

P     Production should balance a commitment to evangelization with respect for differences and freedom in recipients.

        The process of production should contribute to knowing the charism, image and work of the Salesian Family.

        The SSSC should safeguard and preserve, in an up-to-date and organized way, the entire historical and cultural patrimony of the SF, and make it known.

        Development and Salesian  and professional qualification in enterprises, along with their linking and mutual cooperation, is carried out with the strategic objectives and tactics – as can be found in the so-called “Fusagasugŕ Project”:

Foresee from the outset a wide perspective that brings together: transnational organization, an expression of solidarity in working out the strengths within the Congregation, Church and the group of multi-media communication ventures.

Professionalism in the way that personnel work and activities, works and Social Communication ventures are managed.

Consolidate activities and works of communication by means of management criteria – which are taken up in the Organic Provincial Project (OPP) and that have a clear Salesian identity and precise editorial plan, with qualified Salesian personnel, professional functioning, objective plan, and conditions for profitability both economic and in terms of mission.

Coordinate and spell out the action of all the communication enterprises in order of their best use of limited human and economic means for a greater efficiency and witness to spiritual and ethical unity in mission and action.

  The whole process is to be guided by a General Strategic Plan which responds to the needs of enterprises, of provinces and regions, as a true Salesian, cultural project for society, and which is guided towards a gradual building up of the “Salesian System of Social Communication” of the Congregation.

....and so began a life of fruitful enterprise in spreading 'The Word': books authored, printed and bound by Don Bosco and those whom he subsequently taught or encouraged.  Ever since then Salesians have undertaken small or huge production enterprises.....authoring, printing, binding; magazine and book distribution via bookshops; radio and television production and broadcasting, multimedia, web pages......

D    Drawing up a strategic plan means:

-          - describing and analysing the internal and external scenarios in order to identify the needs and possibilities of each undertaking and of the respective sectors (publishing, bookstores, radio, television, printing, community rooms etc)

-          - indicating priority

-          - indicating the aims to be achieved

-          - indicating policies for the process

-          - defining the plan of action: what, with who, when, where, by whom, resources

-          - defining the ways of control and evaluation.

Guiding towards a gradual building up of the “Salesian System of Social Communication” of the Congregation means:

-          - at the province level, taking up the enterprises in the OPP as a response of the Province to the need to produce educative-pastoral aids as a service to the Salesian mission and manage constant collaboration between them.

-          - At the wider level of conference, region or world: to ensure integration and internal action along the lines of the Salesian educative and pastoral project and to bring about networking in the Congregation in view of a unified project.

The action of the General Administration is an important element in the process of development of enterprises and undertakings.

S    Social Communication undertakings are considered to be true works of the Salesian educative-pastoral mission

     The SC Department should function as a true coordinating body which can accompany a project without centralizing decisions.

A   Working contract drawn up between enterprises or provinces establishes the types of involvement of the Department of SC and of the region.

      The development of a project for Scholastic publishing takes into account the process of renewal of Salesian schools, together with the Department for Youth Ministry and guidelines at regional level.

      New scholastic publishers should arise from a basis of an SDB and FMA school network which shares opportunities to experiment and develop the publishing project.  This project should be open to other schools and circumstances, as a cultural offering of the Congregation to wider society.

      The promotion of a scholastic publishing venture for school educators is not the same as simply publishing scholastic texts.  It should be understood as formation for these educators in such a way that they can offer a Salesian pedagogical project.

      The complexity of management of enterprises in the television/radio sector demands specific professional qualification geared to the production of programs, aids and other means of spreading news rather than the creation of structures which are in themselves too complex.
